Austin and Asking

Ask is a verb: to ask is to do something or, usually, to do a number of things. To ask is, first and almost always, to address someone, even, I’d say, when you are wondering aloud to yourself (“what’s it all about?” or “what’s wrong with me?” or “why do I put myself through this?” If they are not simply outbursts or exclamations disguised as questions, these are often indirect and emotionally-charged ways of asking, “what am I going to do?”). To ask is to do other things as well: to inquire about something, someone or some state of affairs, to request clarification or permission, or to make a demand (as the French verb demander reminds us.)

Turning the verb into a noun — talking about “the ask” — confuses the address and runs roughshod over this whole range of human activity and human relationships that asking might involve.

Sometimes that’s deliberate. It allows people to pretend they aren’t giving an order when they are, or to present an order as an institutional requirement, to deflect questions about power and authority or just make it impossible for people to say no, as they should be able to do if you are genuinely asking them to do something. (Always take no for an answer might be another rule of asking; but I can easily think of exceptions, as when, for instance, we demand respect or claim rights. Those are obviously special cases.) There are all sorts of ways besides these in which talking about “the ask” as opposed to asking skirts questions of power, surrenders authority and takes authority from others. It’s a big drain.

I’m trying to take things in exactly the opposite direction: I want to talk about asking as an exercise of power, and the verb “ask” as an exercitive. (It seems it would be easiest to do that in cases where we are making a simple demand — e.g., “I ask that you remove your foot from mine”.)

I’m borrowing the word “exercitive” here from J.L. Austin’s How to Do Things With Words, where Austin comes very close a number of times to talking about what we do when we ask, close enough to encourage my own thinking in this direction. He makes some intriguing remarks about asking as an illocutionary act that “[invites] by convention a response or a sequel,” and in this context he differentiates asking to from asking whether you will or asking yes or no and the different responses they invite.

Unfortunately, when Austin directs his attention to the verb “ask” near the very end of his lectures, in a discussion of his dictionary “fieldwork,” he gives very little guidance.

In Lecture XII, Austin includes ask among the Expositives — verbs “used in acts of exposition involving the expounding of views, the conducting of arguments, and the clarifying of usages and references.” (Or, as he puts it elsewhere, “the expositive is the clarifying of reasons, arguments and communications.”) This is how Austin himself uses the verb “ask” throughout How To Do Things With Words: he often introduces an argument with “we may ask,” “we must ask,” “we should naturally ask,” “we are now asking,” “it may be asked at this point,” and so on. The lectures themselves can be read as an exercise in expositive asking.

Ask is one of an “enormous number” of expositives, Austin says, which “seem naturally to refer to conversational interchange.” The verb is, however, listed here all by itself as item 3a, a subset of the little group that includes inform, apprise, tell, answer, and rejoin. Why not include it with the others? It appears that ask is a special case of some kind, its own item.

Based on my reading I can’t say exactly what kind of item Austin considers it to be. I’m not sure anyone can say for certain. The text of How To Do Things With Words is reconstructed from Austin’s lecture notes, auditor’s notes and a few other sources. According to Urmson, who edited the first edition of the lectures, “there is no definite key to [this list of expositives] in the extant papers.” (I haven’t yet had a chance to look at the second edition to see if Austin’s later editors have added anything more on this point. Update 6 Feb 2015: I checked; they do not.)

There’s enough in these lectures to suggest that we need to go well beyond the confines of item 3a even to make sense of asking on Austin’s own terms. Austin readily admits that expositives might be “exercitives…as well,” if they “involve exertions of influence or exercise of power.” The distinctions aren’t sharp. Things can get fuzzy. So “asking me to” do this or that is close enough to ordering (“order” tops Austin’s list of exercitives) that it can sometimes cause confusion: “sometimes you are not ordering me”: you can’t, because you “are not in the appropriate position to do so” and don’t have “the right,” but it sounds as if you are because you are “asking me to rather impolitely.”

Consider, for example, someone who approaches you at a nightclub and says “Dance,” and another who asks, “Would you like to dance?” Both are asking you to dance, but the first sounds as if he is ordering you to dance, and he’s in no position to do that.


Bugs Bunny’s playful response subverts Yosemite Sam’s order to dance. Sam has a gun, so he can coerce a dance, but as the comedy here demonstrates, he doesn’t have the authority or intelligence to order Bugs Bunny around.

Of course things can go to the other extreme, and Austin is interested in situations like these: for example, someone who approaches you in a nightclub, clicks his heels together, bows gracefully and, upon rising, asks “Would you care to dance?” or inquires whether you might do him the honor of listing him on your programme du bal for the evening.

The things that have to be in place, the conditions that have to obtain for you to order me, are not the same as those that obtain when you are asking me or when we are having a conversation about what to do. It helps to be polite, but good manners are not all there is to it; and as we see in the example of the bowing gentleman at the nightclub — or Austin’s own example of the offended man who challenges another to a duel by saying “My seconds will call on you” — every form of courtesy has its season. Genuine respect and the authority it confers on others (and some measure of empathy as well) are the appropriate kinds of deference when it comes to asking: we are, after all, trying to share power, not just seize it.

Howard Becker’s Idea of A World

Adam Gopnik’s New Yorker profile of sociologist Howard Becker brought this passage to my attention. It resonated with so many things I’ve been reading about and even writing about lately that I immediately searched out the source of the passage Gopnik quotes: “A Dialogue on the Ideas of ‘World’ and ‘Field,’” between Becker and Alain Pessin. There’s a transcript of the 2006 dialogue on Becker’s site; it also appeared in Sociological Forum and in the French journal Sociologie de l’art. Here’s the passage that initially struck me:

A “world” as I understand it–and if my language elsewhere doesn’t convey this then I’ve failed to be clear–consists of real people who are trying to get things done, largely by getting other people to do things that will assist them in their project. Because everyone has a project, and the outcome of negotiations between them is whatever they finally all agree to, everyone involved in such an activity has to take into account how others will respond to their own actions. David Mamet, the playwright, said somewhere I can’t now find that, in a scene in a play, everyone in the scene has something they want. If they didn’t want something they wouldn’t be there, they’d be off someplace where they could pursue something they did want. The scene consists of each one trying to get what he or she wants, and the resulting collective activity is something that perhaps no one wanted, but is the best everyone could get out of this situation and therefore what they all, in effect, agreed to.

A world is a place where, willy-nilly, we find ourselves trying to do things and where we are always already committed to doing things with others; so we need constantly to read their minds or at least get a good working sense of what they want and take their intentions into account. This permits and requires us to make claims or demands on them and them on us. We ask for or compel their assistance in myriad ways, even as they and others do the same to us and myriad others.

In this conception, at least, a world is not a fiat of power, a matter of a coup or command, but an ongoing negotiation and accommodation. As Becker says elsewhere in the “Dialogue,” when Pessin presses him, once again, to differentiate idea of a world from Pierre Bourdieu’s concept of a “field”:

the metaphor of world–which does not seem to be at all true of the metaphor of field–contains people, all sorts of people, who are in the middle of doing something which requires them to pay attention to each other, to take account consciously of the existence of others and to shape what they do in the light of what others do. In such a world, people do not respond automatically to mysterious external forces surrounding them. Instead, they develop their lines of activity gradually, seeing how others respond to what they do and adjusting what they do next in a way that meshes with what others have done and will probably do next.

I like Becker’s sense here that we are never starting from scratch. We are always in medias res and our work is always unfinished, and it keeps unravelling and collecting itself in different configurations, collaborations, joint commitments and shared intentions.

There’s no extra-social territory, no Archimedean point from which we make a world. We are already in it; and we are never very far from each other, even when we think we are making plans of our own. We are constantly making little, often imperceptible adjustments and changes to what we are doing and what we want to do, re-routing desire, fidgeting and digressing, retreating and advancing, even as we gradually recalibrate our next moves (our “lines of activity,” as Becker so nicely puts it).

Inevitably, we end up doing something other than what we initially thought we wanted or tried to do — which we ordinarily allow, because we’ve already conceded and agreed to the imperfect outcome a thousand times over.

From Aping to Asking

Joseph Jordania offers a clever but not entirely satisfying answer to the question posed in the title of his book Who Asked The First Question?

“The first human being.”

Did asking questions make us human? Maybe not exactly, or at least that can’t be the whole story. But to be human is to ask questions, and clearly the ability to ask things of each other — to request clarification, to invite others to join with us in some activity, to make offers and claims or demand reasons — is at the very core of human social life; and in primate cognitive evolution, asking or the power to ask must represent a significant turn toward the human.

A 2004 study of chimpanzee gesture sequences by Liebal and Tomasello suggests that apes do not request clarification in the way we do, from infancy, to help the other convey meaning or in order to negotiate meaning collaboratively. Asking for clarity, we recognize the other, show that we appreciate the role she is playing in trying to communicate with us, and we make meaning together; and just as importantly — and on a more basic level — we commit to the project. It’s not language use that differentiates us here; it’s the commitment (though I would not be surprised if these turned out to be indistinguishable and inextricable). The so-called “speaking” bonobo Kanzi will play with toys or participate in the preparation of food, but so far as researchers can tell, Kanzi lacks understanding that he is doing these things together with you: he is not jointly committed with you to the activity, does not recognize your role or support you in it.

For Tomasello and his colleagues, our amazing ability to co-create meaning or even to coordinate through request and reply isn’t what ultimately sets us apart. The first human may have asked the first question, but the power of asking and language use itself is “not basic; it is derived.” “An adaptation for participating in collaborative activities involving shared intentionality” is the more fundamental evolutionary step, write Tomasello et al. in a 2005 paper on human cognitive evolution. “At some point — perhaps heralding the emergence of modern humans some 150,000 years ago — individuals who could collaborate together more effectively in various social activities came to have a selective advantage.”

Early human life, in this view, does not look so nasty, brutish and short, or at least not so nasty and brutish; and Tomasello is aware that he’s running against the prevailing “Machiavellian” account of human evolution. He offers a “Cultural account” of human cognitive evolution that “emphasizes … the importance of collaboration, cultural historical processes, and strong reciprocity based on social norms.” Putting the emphasis on collaborative give and take instead of on winner-take-all competition may not make sense of every step in our evolution, but it helps Tomasello bring into focus an important aspect of human cognition. Specifically, he argues that it was through collaboration (not competition) that we became highly skilled at reading and sharing intentions.

Although intention reading may be helpful in competitive interactions, it is not absolutely necessary — since in competition I care mainly about what you do. That is to say, in competitive interactions, the interactants do not have goals about others’ intentional states; the situation is that we both have the “same” goal (e.g., both want that piece of food), and the key thing is that I anticipate what you will do next. In contrast, collaborative interactions require interactants to have goals about others’ intentional states so that the requisite shared goals and plans may be formulated. Thus, in collaborative interactions, we are faced with the so-called coordination problem from the outset: to get started, we must somehow coordinate or negotiate so that we end up with a shared goal…Then, in addition, to collaborate effectively, we must mesh our action plans at least some of the way down the hierarchy — and this requires some communication about those plans, at least to some degree ahead of time.

“The motivations and skills for participating in this…’we’ intentionality are woven into the earliest stages of human ontogeny and underlie young children’s developing ability to participate in the collectivity that is human cognition.” In other words, we are hard-wired for soft sharing skills — born to collaborate. At only 14 months of age, infants “begin to understand full- fledged intentional action – including the rudiments of the way people make rational decisions in choosing action plans for accomplishing their goals in particular reality contexts and selectively attending to goal-relevant aspects of the situation.”

This kind of understanding leads to some powerful forms of cultural learning, especially imitative learning in which the observer must perform a means-end analysis of the actor’s behavior and say in effect: “When I have the same goal I can use the same means (action plan).” This analysis is also necessary before one can ask why someone did something and whether that reason also applies in my circumstance (“rational imitation”).  Without such analysis, only simpler forms of social learning are possible.

That is how, to riff on the horrible pun I’ve chosen for the title of this post, we manage to do more than simply ape the behavior of others; we learn by analyzing and asking. We can learn recipes and social rituals, make tools and share techniques, build bridges and launch sea voyages. We can inquire whether another’s reasons match our circumstances, and when we make that effort at rational imitation, we have only just begun to tap the power of asking. In order to ask why someone did something, after all, we must first see them as someone who has reasons: we ascribe rationality to them and to ourselves. You are someone who acts with reason, for reasons, and so am I. We are mutually accountable, so we can demand (or ask) that we bring reasons for our actions.

Why A Lake Superior Mining Indaba Is A Good Idea

Twice this week, first in reply to a comment on another post, and then in an email exchange, I half-jokingly suggested that we need to call a Lake Superior Mining Indaba – a big gathering of all stakeholders around the Lake Superior Basin to deliberate, listen and be heard on the future the new mining boom is already ushering in. I’d been following the African Mining Indaba underway this week in Capetown; and while that buttoned-up event — a forum focused primarily on private sector investment in Africa — isn’t exactly a model for the public gathering I picture, the Zulu word indaba and the images it conjures of people coming from all around the lake have stayed with me, and the promise of the idea keeps growing.

First, don’t let the Zulu word put you off. That’s just what got me started down this path. The concept it conveys is definitely not foreign to the Lake Superior region. Gatherings like these have a long history there. “The Sault,” writes Warren in his History of the Ojibway, “was a major summer gathering place for many native people in the seventeenth century,” well before the establishment of a trading post there in 1750; at La Pointe, where “a continual fire burned,” there was “a yearly national gathering” and initiation into the rites of the Midewiwin. In the 18th century big regional events like the Montreal trade fairs were as essential as more formal diplomatic forums in establishing and renewing the French-Algonquin alliance (though, as White shows, the regular accommodations necessitated by daily life were most important of all in perpetuating it).

A Lake Superior Mining Indaba, as I envision it, could combine elements of a Future Search conference, a bonfire celebration (like the Juhannuskokko at Misery Bay) a Pow Wow (like the Manoomin festivals in Ontario and Bad River), and a music or cultural festival.

Let’s say for the sake of discussion that the Indaba runs Wednesday to Friday, to be followed by a festival weekend. The conference brings together a few hundred people from around the lake to share stories and ideas and plan for the future. From more formal discussions and interactions to serendipitous, informal conversations, the conference would help people make meaningful connections, and build the kind of diverse, resilient network that’s needed to accelerate learning as the boom begins.

As I like to remind people, one of the busiest mining operations in the world is about to be staged around one of the largest freshwater lakes in the world. That calls for some concerted thinking about the future, as well as concerted planning and action.

The 90-day public comment periods like those we’ve seen in Minnesota for the Polymet project or the dysfunctional “community forums” Rio Tinto staged in Michigan – which I’ve written about before, and which have seen a falloff in attendance – are no substitute for genuine public deliberation. Nor do they allow for big-picture thinking or the kind of networked learning that a lake-wide Indaba like this could initiate.

Many environmental leaders in the region now sense the need for a cumulative environmental assessment – a scientific assessment of the effects all this mining on the US and Canadian sides of the lake is going to have on the waters and on the region as a whole. We also need a broad, cumulative assessment of where all this activity leaves people living around the lake, what direction things ought to take, and an actionable plan for how to get there.

On Being Cross-Posted

A couple of years ago, I was contacted by someone working on a Darfur campaign about a blog post I’d written called “Can JP Morgan Handle its Human Rights Risk?” She wanted to run my post on the campaign site. The London Whale had just surfaced, and I took my lead from an editorial in the Wall Street Journal asking whether any one executive, even a great executive like Jamie Dimon, “can properly oversee such a large financial institution.” My post questioned the bank’s claim that it is capable of managing human rights risks in its complex portfolio of investments — which was the justification it had offered shareholders for rejecting a “genocide-free” investing proposal.

I’ve received a couple of other requests along those lines since I started blogging. Just yesterday, another organization asked if they could cross-post some of the things I’ve written about the Lake Superior mining boom.

Apparently, in my case, flattery will get you somewhere: I usually agree, as long as I am given credit, the post is reproduced in full, without alteration, and includes a link to this blog. It helps get my work in front of more people, usually people who are already invested in the issues I’m writing about. Besides, I could use whatever extra traffic it happens to generate – it’s not like I’m posting cat pictures or updates on cheerlebrities here — and I welcome whatever new connections and other intangible goods or just good vibes that may come out of it.

I’ve been thinking a little more this morning about these associations — how my writing has led to them and where they might lead my writing; whether this cross-posting might somehow or someday compromise me (for now, I’ve concluded, it doesn’t); and how it differs from, on the one hand, other forms of sharing (emailing links, tweeting, plus-ing or posting on the intellectual wasteland of Facebook, re-blogging, etc.) and, on the other, publication – whatever that means anymore.

I know that I would expect any publication, online or offline, to pay me for running something I’d written; but I’ve made exceptions there, too, so it really doesn’t come down to money, and I am not sure the ongoing debate about “writing for free” really applies here. Besides, most of the organizations doing the asking are run on a shoestring, and I’d be more likely to give them my money than to take theirs.

So maybe the writing is a kind of gift or donation, even if the IRS does not allow the deduction.

Creativity or Command?

John Hagel and John Seely-Brown have a new piece on CNN Money called “Welcome to the Hardware Revolution” that nicely highlights an issue I touched on yesterday: the limits that institutionalized power — or the ways we institutionalize power — can place on learning and innovation.

I suggested, in passing, that business organizations rely on hierarchical models of command-obedience in order to achieve efficiency; but that doesn’t always work to their advantage (and the performance advantage to be gained from scalable efficiency, Hagel and Seely-Brown have argued elsewhere, isn’t anywhere near what it used to be). What these companies may gain in efficiency they lose in creativity, learning and innovation.

Here is what Hagel and Seely-Brown have to say in their “Hardware Revolution” piece:

many of the executives we speak with list talent development and innovation as top priorities, but for all they push, progress remains a struggle. Part of the problem is that most businesses’ institutional structures, hierarchies, and cultures actually limit the connecting, exploration, tinkering, and improvisation that make learning and innovation possible.

Increasingly, the sharing of ideas and new developments are taking place outside big companies or officially sanctioned workflows and processes, in what Hagel and Seely-Brown call “creation spaces.” These are spaces — communities, networks and cultures — conducive to what Illich would call conviviality: places real or virtual, open and decentralized, where people congregate to share tools and experiment together, learn from one another, try new things, and be part of a community of people with shared interests.

The article goes on to recommend some basic questions business executives can ask themselves in order to improve their companies and move them toward creativity, or at least get their bearings. But there’s another question looming behind those: the question how (in a large and established organization) you go about institutionalizing the kind of practices you find in creation spaces. Eventually, something’s got to give; and if it comes down to a decision between preserving organizational hierarchies and legacy models of how stuff gets done or opening the doors to creativity — how many will choose the latter?

Maybe the choice is not as stark as my title makes it out to be. Let’s just say there are better ways to spur creativity than to command it.

A Follow-Up to Hitchings’ Follow-Up Post on “The Ask”

Shortly after I posted my thoughts on his Times opinionator blog, Henry Hitchings promised me  a “follow-up blog” on “the dark side of nominalization.” Yesterday that follow-up blog (wait – isn’t “follow-up” a nominalization?) appeared. There, Hitchings echoes what I’ve said about asking:

I touched previously on “What is the ask?” As an alternative to “What are they asking?” or “What are we being asked to do?” this can seem crisp. It takes an aerial view of an issue. But it calculatedly omits reference to the people doing the asking, as a way of keeping their authority and power out of the question.

At the same time, by turning the act of asking into something narrow and impersonal, “What is the ask?” repositions a question as a command. It leaves little or no room for the “ask” to be refused. As a noun, “ask” is pretty much a synonym for “order.” Even when we retain details of agency — as in “What is their ask of us?” – the noun ossifies what could and should be a more dynamic process.

It’s good to see that Hitchings has relented and come around to the view that “the ask” is an insidious and sinister piece of jargon — a view I’ve been developing since my first post on “the ask” just a little over a year ago (and in subsequent posts, here and here, for example).  The other day Hitchings seemed to admire the “distancing” effect the nominative ask creates, and I feared he was advocating doing unpleasant things in order to achieve “polemical or diplomatic” ends. Now he is on the side of “a more dynamic process” in which, I gather, the “authority and power”of the person doing the asking will be openly acknowledged.

I’m all for transparency, attributions of agency and the give and take of dynamic process, but the real power of asking lies elsewhere. Asking transforms power itself; it involves the exercise of a non-coercive power. We tend not even to think of this as power, as Pierre Clastres pointed out in Society Against the State. Instead, we are used to associating power with force (which subjects others to labor, or worse) or commands (which prompt others to do our bidding). But when it comes to asking, nobody’s really in charge — at least as long as someone is making or responding to the request. It’s a moment when things are up for grabs.

The authority and power vested in a person, their title, position, influence over our lives — if any of that is being brought to bear on a request, then we are simply being ordered about with commands disguised as questions. Asking marks a different point of departure — a place where you and I are on equal footing, and we start something, together. It creates “middle ground” between the petitioner and the respondent: not just an area of compromise, but an area that is open, shared, and which nobody can claim entirely as his own.
